About the Committee

Topic A: Preventing the Weaponization of Genetic Engineering-Based Bioweapons in Precision Warfare


By 2050, gene editing technologies, including gene drive, capable of permanently altering or eliminating entire species, have matured alongside CRISPR-based pathogen engineering. Originally used for curing genetic diseases and eliminating malaria-carrying mosquitoes, these technologies have since been militarized. Rogue states and non-state actors have begun developing CRISPR-engineered pathogens that can target specific populations, suppress immune systems, or evade detection, and gene drive systems that are capable of forcing genetic traits through populations have also emerged, enabling the destabilization of food chains and collapsing agricultural economies. DISEC must urgently develop a regulatory framework to prevent the military application of genetically engineered bioweapons, balancing the need for biosecurity with the potential for public health and environmental breakthroughs, with a shift in global security where biowarfare is no longer limited to state-sponsored programs or complex labs. The goal of this futuristic DISEC committee is to craft comprehensive global strategies to prevent and respond to the militarization of CRISPR and gene drive technologies. What international frameworks should the United Nations adopt to clearly distinguish between peaceful gene editing and its weaponized applications? How can we develop robust verification and monitoring mechanisms to trace and prevent the development and deployment of synthetic bioweapons? How should the international community balance scientific innovation with global biosecurity and the protection of human and environmental life?

Topic B: Addressing the Threat of AI-Driven Cyberterrorism by Non-State Actors

Based in 2050, artificial intelligence has revolutionized cyber operations, giving rise to autonomous malware capable of self propagation and adaptive evasion, AI-orchestrated disinformation campaigns amplifying misinformation on a global scale, and self-adapting cyberweapons capable of crippling critical infrastructure at high speeds. In this new era of AI-driven cyber terrorism, hostile actors, whether rogue states or decentralized networks, can unleash attacks with unprecedented precision, scale, and plausible deniability. These technologies now threaten critical infrastructure such as power grids, financial systems, and communication networks while also undermining democratic institutions, sowing societal discord, and manipulating public opinion. DISEC must urgently craft international norms to govern the military and terrorist use of AI in cyberspace, balancing the imperatives of security, innovation, and digital sovereignty. The goal of the futuristic DISEC committee is to create comprehensive international mechanisms to address the growing threat of AI-driven cyberterrorism by non-state actors. What global frameworks should the UN adopt to regulate the use of artificial intelligence in cyberspace, particularly for autonomous attacks, disinformation campaigns, or critical infrastructure sabotage? How can member states collaborate to develop standards for accountability where digital threats are rapidly evolving and often anonymous? What systems should be put in place to distinguish between legitimate AI research and malicious intent, and how should the UN engage with private sector developers of advanced algorithms?

SARA KHEMANI

Chair

Hi! My name is Sara Khemani, and I am so excited to serve as one of your chairs for the Futuristic DISEC at UCBMUN! 

I was born in Bombay, India, but spent most of my life growing up in Singapore. I am currently in my third year at Berkeley, majoring in Molecular and Cell Biology and Political Economy. I have been doing MUN since middle school, all through high school, and joined UCBMUN as a freshman at Berkeley, and have been competing as a GA delegate on the circuit since. In the past, I have served as vice chair for Adani BoD and chaired the SAG AFTRA Hollywood Strikes for our college conference, and chaired the ICJ and served as Secretary General for BearMUN previously. Outside of MUN, I work at the Dueber Lab at the Innovative Genomics Institute and Berkeley’s Electron Microscopy Lab, and am also involved in a healthcare business society and Project RISHI on campus. I also love traveling, going to beaches, and matcha! I also spent the past summer interning in Seattle and got really into hiking while I was there!

ANOUSHA ATHREYA

Hey all, I'm Anousha Athreya, and I'm beyond excited to be your chair for the DISEC committee at UCBMUN this year! I'm a fourth-year majoring in Electrical Engineering and Computer Science, with minors in Data Science and Public Policy. In the past, I served as a Chair for the World Health Organization GA, the My Way Killings Committee, on UCBMUN XXVIII Secretariat as the Director of Technology, and currently serve as the External Vice President, overseeing the travel team. Before diving into international relations, I was always fascinated by the intersection of science and security and how it can reshape global stability. In this DISEC committee, we're confronting two emerging challenges to modern peace: the weaponization of synthetic pathogens and the rise of AI in cyberwarfare and terrorist operations. I'm beyond excited to chair this committee and see how you, as delegates, take on the responsibility of building regulatory frameworks that can stand up to 21st-century threats. At Berkeley, I am a senior mentor with Computer Science Mentors and serve on the Computing and Information Technology Academic Senate Committee.
